This article examines the approach of the Holy Qur'an and the Old Testament toward the treatment of non-combatants (the innocent) during warfare. The objective of this research is to investigate the moral teachings of the Qur'an in this regard and to elucidate its approach in interacting with previous sacred texts. Employing a historical-analytical method, the study first addresses the fact that the laws of war in the Old Testament explicitly command the slaughter of innocents in certain instances, while forbidding it in others. This contradiction extends throughout the commentaries and history of the People of the Book (Ahl al-Kitab).Furthermore, by analyzing the verses of Jihad in the Qur'an, the study addresses the challenges and ambiguities raised concerning the treatment of non-combatants. It also examines the Qur'anic perspective on the conduct (Sira) of the Israelites' prophets regarding this issue. Based on the findings of this research, the Qur'an, in addition to maintaining its own consistent ethical stance, distinguishes the original teachings of the prophets from subsequent distortions—a fact that can be substantiated through historical and textual evidence. In other words, the biblical commands to punish the innocent were later additions influenced by the surrounding environment; therefore, they cannot be attributed to the prophets of Israel.
